Montenegro: a small country outside the EU's roaming
Montenegro uses the euro and feels like the EU, and it is not in it: an EU SIM does not roam here at home prices. That catches people on the coast road from Dubrovnik, where a phone crosses the border on its own and keeps working at roaming rates.
To be fair to the alternative, Montenegro's own tourist SIMs are among the cheapest in Europe — around 15 euros for more data than a holiday can use — and they are sold in kiosks and operator shops against a passport. A roaming eSIM is for arriving connected: a late flight into Tivat or Podgorica, a transfer already booked, a border crossed by car. For a week on the coast either works; choose by whether the errand is worth it to you.
Coverage is good along the coast and around the Bay of Kotor, where the mountains rise straight from the water and a signal can still vanish in a tunnel or behind a cliff. In the north — Durmitor, Žabljak, the Tara canyon, Prokletije — it is limited to the towns. The eSIM carries data only, with no Montenegrin number.
