Serbia: in Europe, outside the EU's roaming

Serbia is surrounded by EU countries and is not one of them, so the rule that lets an EU SIM roam at home prices stops at its border. What applies instead is a price cap for EU visitors, not free use — 14 euros per gigabyte in 2026 — and a day of maps and messages on a phone that quietly roamed is how the bill happens.
