Russia: read this before you rely on mobile data
Two rules decide whether a roaming eSIM is useful to you in Russia. First, since October 2025 a foreign SIM that registers on a Russian network has its mobile data and SMS blocked for about 24 hours — a "cooling-off period" the authorities introduced against drones. It applies to every foreign line, this one included: expect no data on your first day, and plan the arrival around Wi-Fi. Second, mobile internet is switched off in whole regions for hours or days at a time, without notice; during a shutdown only a short list of Russian services stays reachable, and a roaming line gets nothing.
When it does work, a roaming eSIM has an advantage a Russian SIM lacks: its traffic comes out abroad (the table above says where), so the sites and apps blocked inside Russia — Instagram, Facebook, X, and calls in WhatsApp and Telegram, which have been restricted since August 2025 — are not blocked for it. Buying a Russian SIM as a foreigner now means a personal insurance number, a verified state-services account, biometrics and a visit in person, which for a short stay is not realistic.
The eSIM carries data only, with no Russian number, and the 24-hour block cannot be lifted from it: the unlock link arrives by SMS, which a data-only line does not receive.

Messengers and maps are light. Video, calls and a laptop on a hotspot are what use data up.
