UAE: calls, apps and what the networks allow
The Emirates license internet calling. On a UAE SIM or hotel Wi-Fi, voice and video calls in WhatsApp and FaceTime do not connect; messages and voice notes do. The licensed alternatives are apps such as Botim and GoChat, which the other person has to install too.
A roaming eSIM is a different case. Its traffic is carried to another country before it reaches the internet — the table above says which — so it is not filtered the way a local connection is, and calls in the usual apps generally go through. Treat that as likely rather than promised: it depends on how the visited network handles roaming traffic, and it can change without notice.
Using a VPN is not illegal in itself in the UAE, but using one to get around the country's restrictions is, and the fines are large. Do not plan a trip around one. Coverage is not a concern: 5G is everywhere in Dubai and Abu Dhabi, including the metro, the malls and the road between the two cities. The eSIM carries data only, with no UAE number — a service that needs a local number for a delivery or a booking can usually take a WhatsApp message instead.
